NOC of Ukraine Official Statement

Executive Board of the NOC of Ukraine held its meeting today to head the report of the independent Investigation Commission regarding the information disclosed by the BBC on May 22, 2012.

Composition of the Commission:
Sergii Koziakov – Head of the Commission, Attorney in Law, Member of Academic Council of Kyiv National University named after Taras Shevchenko;

Olga Zhukovska – Vice-President of the Union of Advocates of Ukraine, Member of UEFA Appellate Committee;
Valentyn Zagariya – President of the Ukrainian Bar Association

According to the outcome of the investigation carried out by the Commission, Volodymyr Gerashchenko, while being NOC Member and Secretary General, had grossly violated the basic principles of Olympism by his unacceptable behavior to engage in a conversation regarding the possible selling of tickets, thus damaging the image of the national and international Olympic Movements.

Furthermore, the Commission established that the internal regulatory base of the NOC of Ukraine meets all requirements of the international Olympic Movement. The scheme of allocating the tickets, in which collective bodies take part (NOC Administration, Working Group, NOC Executive Board), and the mechanisms of control of one collective unit over another in process of ticket allocation are transparent. There have been no signs of any conspiracy between the people who operate the ticketing programme and the system itself excludes any possibility for a decision on this matter to be taken solely by one official.

The NOC Executive Board made a decision that the condemned act committed by Volodymyr Gerashchenko violates the fundamental principles of the Olympic Charter, the rules of the IOC Code of Ethics.

According to the NOC of Ukraine Statutes, Volodymyr Gerashchenko should be excluded from the Members of the NOC of Ukraine for violation of membership obligations.

On 31 May the NOC Executive Board accepted the resignation of Mr. Gerashchenko.

Both decisions, according to the NOC of Ukraine Statutes, need to be approved by the NOC Extraordinary General Assembly scheduled for 22 June 2012.

NOC Executive Board also decided to inform all members of the Ukrainian Olympic Movement about this matter in order to ensure a strict compliance with the requirements of the national and international regulative acts and regulative documents of the NOC of Ukraine regarding the ticketing programme.
